House Number Changed

In 2006 when I purchased my current property it was house number 7. Now when the City of Johannesburg introduced its new billing and customer account management system my house number was changed to 6. I have been to the offices of the municipality and furnished proof to no avail. I have a number of questions that I need the municipality to answer for me:

1. My neighbour's house is no 6. Does this mean we have two house #6'S or has his number changed as well?
2. The current valuation of my house is it based on house number 6 or house number 7?
3. When will this issue be resolved?
4. What happens when I need to sell the house?

I am tired of this level of confusion. This matter needs to be resolved as a matter of urgency.
