I am paying a bondfor the house I'm not staying at

I bought the house in may & I'm already paying for the bond, but I haven't signed a happy letter because the built the house on the boundary of my neighbors wall, the bathroom pipes are in the neighbors yard, according to the contract & the law it says there must be 2meters around the house, so with mine if the house burn I won't be able to move around the house, I told them to rebuild the house they told me it's not their problem it's the develops, I signed the contract with them not with the developers, I didn't employ develops to build my house, the standard bank has already paid them their money, and I went there to the property these two gentleman who are living in my house and now I owe the municipality bills for the water I've never used
