Incompetence in billing department

I'm a 1st time home buyer, bought my house in 2011. I moved into the house at the end of April 2012. I never received a statement from JHB municipality and honestly didnt know anything about that and the whole process of that (account) coming to be. I only heard about a municipal account from my sister about 7 or 8 months later and she gave me their number 011 375 5555. When I called them end of 2012 that was the first time i got an account number and my bill was already R 2867.00 and unfortunately I had not budgeted for it. I then started paying in Feb 2013 when I was able to fit it into my budget and my bill was at R 3620.00. Now I'm being charged final notice charges and my argument is that if I had got my statement from day 1, i would be up to date on my account. Now I have to take a day off my work to go spend the day at a walk in centre and make an arrangement for payments. If someone had done their job properly from teh beginning then I would not have to put my job off for a whole day to go sort this out. THIS IS TOTALLY UNACCEPTABLE AS I AM NOW BEING INCONVENIENCED BECAUSE OF THE JHB MUNICIPALITY's INCOMPETENCE!!!
