Pre-paid meter installed but still being charged

I had a pre-paid electricty meter installed on 4 April 2013, i am still being billed for fictitious electicity 7 months later. My account has still not been reconciled and they are now threatening to cut me off for not paying for electicity i couldn't possibly have used.
