Electricity Meter Broken by City Power Technician

On 20 April 2013 we were visited by a City Power technician after my wife phoned in about our power dipping.
He was checking the connections in our DB when he blew our meter. He said he was going to fetch us a new meter, but I never heard from anyone again.
I enquired about a pre-paid meter, asking for information, but no-one has helped me at all.
A gentleman has arrived monthly to read the meter, I have showed him the unchanged meter every single time and explained it.
I am doing all the work for something that was broken by City Power.
I am being overcharged with estimates because I don't have a meter. I believe a pre-paid meter would solve all my problems with City of Joburg and City Powe
