Prepaid meter costing

I bought electricity in December for R400.00 and received 412.2 units. on the 25 January i bought electricity for R400.00 and got 321.6 units and a arrears charge of R6.95. i don't know that electricity went up. and as per city power website those are not the correct rates. December i paid R0.97 a unit and January i paid R1.27 a unit. see rate as per city power website.
2012/2013:
Standard Step Tariff (for Tariff B municipal clients) (all these rates are VAT exclusive)

0-300 kWh R0.7828 per unit,
301-500 kWh R0.8245 per unit,
500-1000 KWh R1.0715 per unit,
1001-2000 kWh R1.0933 per unit,
2001-3000 kWh R1.1197 per unit,
>3000 kWh R1.1337 per unit.
