Prepaid Power in Clanwilliam

In Bellville and in Somerset West prepaid power costs about 90c per unit (INcluding vat), and you get 10 units free every month. In Clanwilliam however it costs R1.28 per unit (EXcluding VAT) and no free units are given. And this has nothing to do with the amount of power you buy. I have tested this with the help of two other people (one in Bellville, and one in Somerset West) over several months, and with different amounts of power, from 100 units up to 500 units per month. The unit price is always the same.

Now I realise that the unit price can differ from place to place, but this difference is absolutely outrageous. And as far as I know everyone, everywhere should get the ten free units.

Furthermore, you can buy power at one place only in Clanwilliam, which is at the gate to the Clanwilliam Dam Resort (you can't even buy power online). So pardon me if I suspect that something is seriously corrupt at this gate!
