We've done enough work today!

My son and I rushed from Morningside to Randburg yesterday afternoon to book his Learner's Licence. Getting there at 2.15, we were told, "we've taken enough applications today, we're closed". How can rules be made up on the fly like this. The department should have proper opening hours so that the public know where they stand. On booking his first Learner's Licence, some staff are rude and were determined that I did not stay in the building to help my son. Power trips abound!
