Abuse of Powe

Earlier today my son was booked for his driving test at 14h00 and was asked to be there an hour before the time. Along with my husband they waited in the sun for more than an hour. 14h00 came and went. My husband then went inside to ask how long it might be, and was told about 30 minutes. Being thirsty he then took the car, leaving my son behind in case he is called. two minutes later he is called. He begs this women to give him 5 mins. for his father to come back from the shop. NO she says, your time has passed and writes across the form "no Vehicle".
On my husband's return, he asks to speak to the manager, and is sworn at by this women and the rest of the women join in. swearing and saying, WE ARE IN CHARGE HERE! SO VOETSEK, and other profanities. I do not believe that people's rights can be so violated by those that feel that they have the power to abuse their positions. I now understand why people warned me that this place has no order. the problem is, who helps one in this situation? Also this was at Langlaagte but she writes on the form "Bedfordview". How do you fail, if you were not tested? I need advice please
