AARTO Issued an infringement notice for an alleged infringement on 3 July, that I was only notified of a on 16 September i.e. too late to make representations.
The AARTO call centre is on an automated "our office ours are..." even though it is 2:45PM on a Thursday.
An email to the AARTO enquiries URL was returnd "address may not exist".
