ACCOUNT NOT BEING RESOLVED NOW SINCE FEBRUARY 2013

I Have had an issue with my account since February 2013, my billing on my account is completely wrong, all of die residents in my estate are being billed for one bin i have been billed for two bins every month i even had to pay the amount as interest started to build up, everytime i phone i get nowhere, the phone either just rings or if someone does pickup they just put me through to a number that goes nowhere, i have logged a call in February 2013 waited 2 months and when i gave my ref number again after they told me to phone after two months they said the reference has still not been looked at AFTER TWO MONTHSS, i eventualluy logged a new call AGAIN this is the ref: 800 1327 470 all you get is reference numbers and nothing gets resolved, i got billed again this month WRONG they adjusted the increase for JULY 2013 BUT THEY DID NOT FIX MY BILLING AS IAM STILL GETTING BILLED FOR TWO BINS THIS NEEDS TO GET RESOLVED!!! really useless, its been now FIVE MONTHS AND NO ONE CALLS YOU OR NOTHING, i just want my account to be correct, all the double charges need to be refunded to me as iam paying double each month which is REALLY RIDICULOUS, PLEASE HELP URGENTLY!!!
