City of Tshwane Municipality
Credit on my account

I have a credit on my account at city of tshwane and they refuse to pay it to me or to transfer the credit amount to my rates and taxes account. They say they are going to blacklist me, but they keep just more than R8000.00 of me for them. I want this to sorted out please.
