Incompetence or Process Breakdown??

We sold our property in June 2011. And the normal process was followed to close the property rates account on this property.. and now in July 2013 we still get bills for this property... TWO YEARS LATER!!!
Our conveyance attorneys submitted the correct paper work on transfer. We followed up with emails and faxes. We even had their lawyers contact us - and submitted all documentation to them - and they said they would resolve it... In fact Tshwane owes us money for this account (as it was in credit when the transfer went through)
AND NOTHING HAS HAPPENED?!?!?!? WE STILL GET A BILL EVERY MONTH!! TSHWANE PLEASE SORT OUT YOUR MESS!!!
