DON'T WE JUST LOVE OUR PUBLIC SERVANTS?

Can anybody please give me some advice how Tshwane Municipality works? So many complaints on HP, but not one reply from the Municipality. I am battling for them to explain to me how they arrive at an amount on the rates account, which is apparently for electricity. They had debited somebody else, who must have complained about being wrongfully charged, so now it's my turn, but I also do not accept it. The extra debit on the rates account did not state Electricity charges, but Financial charges/Adjustments (if I am not mistaken now, as I don't have the actual account in front of me). They just cannot explain why they charge for something which is being paid since 2005. In the meantime they just handed the account over for collection, so now I am busy sending emails upon emails to the collection company, copying in Tshwane Municipality as well, but nothing, not one word. This whole story started in 2011, the collection company came in December 2012 and we now write February 2013. I want to see the end of it, but it seems to me that nobody really cares.
