Being charged don't even live on the property

I moved out of my house in March 2011 I notified Midvaal local municipality via telephone and faxed a letter to them. They never closed my account they kept it open. Then next person who moved in used water and electricity and it was added to my account. I received a notice letter in 2012 where I emailed the person and the person still even got the dates wrong where I explained again when I moved out and that I have prove and people as a witness. I was handed over to attorneys for outstanding money that I feel is not fair. It is not my faulty that people did not do there Job at the Municipality. And now interest is being add to the account.
