Our goverment workers are failing Us

After so many troubles still there is no pogress on registering for child sapport care I went to 28 Harrison street, Johannesburg I need to know how long do we have to submits the forms for child supports care as i went there more that 8 times now, I went again on March they said staff workers went on Easter holiday 2 weeks later I went again there was another invalid reason again April i was given the forms to go and certify on police station I did follow the necessary Procedures I went back again to return the forms that was 8:30am i was told that they have to cut the que!!! ''on the 20 of may I went again and I spoke to the other Man by the Name of Mr Majoro he said he will come back to me regarding the application as it was done Manualy then he wrote my cell no on the Forms he will let me know"till now im still waiting"I need to Know when will I hear from them again as I called the call center & toll free line but the other lady said i have to be given a date for the finger prints but I don't have that date I need more info as what it the way forward? what other procedures do I have to follow and when will i get a date or do I have to re-register? Ca u please Assist!!!
