Billed for account 1.5 years after moving

In september 2011 I moved from Bloemfontein to Pretoria. I attempted to close my Centlec account but had a difficult time getting ahold of anyone. I had been estimating my account for months as I'd not received anything in the mail for that entire year. As a result my landlord closed the account on my behalf settling all outstanding accounts from my deposit. I thought that was the end of it.

Then 2 months later I started getting billed for the current tenant and struggles for close to 2 months to get None at Centlec to answer a phone. Ar last I spoke to a lady who assured me it was clear on their system that the account was not for me but the current tenant and that was the end of it.

Now 1.5 years later I receive a letter in the mail notifying me that my account has been handed over to the lawyers. The issue has now started again and I'm struggling to get ahold of anyone and 1.5 years later I have none of my documentation available as I was under the impression the issue was resolved.

The only correspondence I receive from Centlec is letters from lawyers sent to my old PO Box. If I did not know the person who took over my PO Box I would not even be aware of the issue.
