2 hours on phone waiting for an agent to answe

I held on for 2 hours waiting to speak to an agent, only to be cut off. I started off as number 300 and something in queue, after an hour I moved, 100 and something, two hours later call disconnected ALL FOR NOTHING.AND THIS WAS ON MY CELL PHONE. This really HOW DO I RESOLVE THE ISSUE OF A PENALTY THAT HAS TO BE PAID?? Case no 105292524 and 105329473 (when I phoned back 600 and something in the queue, I just put the phone down)
