Sunday times never delivered the pape

I signed up a subscription with Sunday times as from November 2012, i never received the paper, then i called telling them that the paper has never been delivered, they promised me that they will fix that and refund me for the paper that was not delivered, i waited for the paper until January, then i asked them to cancel the subscription because i'm not getting the paper, i'm told the subscription is cancelled in Feb, but today am told they wont refund me my money . that is unscrupulous to take my money and not refund me
