2and a half weeks is not a month

So I got a voucher for a months subscription of your paper. got the delivery for 2 and a half weeks minus 3 days - I understand that I do not reside in a deliverable area _ however I waited for mor than 6 months for the actual delivery afrter I complained on Hello Peter_ now i find myself having to do the same thing for a lack thereof??? why???
