Urgent Assistance Required: Continuous Dumping of Garbage on My Property

Alternatively, each bin bag could be left at the respective homes for collection, eliminating the need for a central collection point altogether.

I want to emphasize that I can no longer take responsibility for cleaning up this health hazard. Moreover, I am uncertain about how to properly dispose of the garbage that is left scattered due to the torn bags.
