Undelivered mail and lack of communication

I sent I a package (documents) from Japan almost a month ago. It left Japan immediately but till this day has has not been scanned in South Africa. I can not trace it and I have contacted the SAPO multiple times and got on assistant. The SAPO manager told me that he would contact the sorting department at the airport but nothing has come of it.
I am tired of waiting, I need to know where my package is.
