Not paying utilities

Black & Veatch rented my house for one of their employees to stay in while he was working in South Africa. They have a long list of requirements that I needed to adhere to before their employee could rent my house. Throughout the period he stayed in my house I had to pay all his utilities and at the end of the month submit my accounts to Black & Veatch so the company could refund me. Many months I had to pay up to R10 000 utilities only to be refunded after 30 days. I found Irene the lady supposedly helping the utilities payouts as a unhelpful and in no way willing to repay the money I in the first place had to pay for their employee to stay in luxury. The employee has now returned to America but Black & Veatch still owes me utilities. I have submitted all the Invoices as requested by Irene to proof that this was utilities their employee used, but she still refuses to refund me.. How can she be the person telling me to pay the bills for the Black & Veatch employee and then not wanting to refund the money?
