Withholding amounts due illegally

Be prepared to fight for any amounts due to you. 9 days after moving into the property, the electricity department were standing at the gate wanting to cut off my utilities. I reported it and was told pay it by the principal of this agency who has no problem smugly badmouthing her clients. I paid it then argued tooth and nail for a refund which I received 3 months later. Repairs and leaks took 6 days with meters running to get sorted out, also only after having to call and beg daily. The consequent escalated bills were paid by me and when I protested, billed to the owner. Utilities bills whilst running no tv, aircon, dishwasher, stereo or tumbledryer in a small house in Westville North cost on average R1500 monthly. At least! Going to the EAAB doesn't help and is met with a smug, very rude approach. After vacating the premises on 3rd June and settling immediately after receiving them all amounts due, today on 20th August I am still fighting with her for R700 (a thumbsucked figure she has concocted) being held for no apparent reason "just incase" toward the August utilities bill! Daily calls and begging and pleading do not help. My avg bill is less than R1000 now which says it all!
