Illing for service you dont enjoy

Hi all, I was billed for 3508.77 for the car that I purchase in November 2013, and when I ask they told me that the it was for DATA DOT and they guys will come and install a device in a Nissan NP 200 of which never happen, I send e-mails, I called them but they kept on promising and now we on February the worst thing that money I will have to pay it until I finished paying the car because it was included on the car charges,

for my side I will need them to refund me for their bad service and how they do it its up to them and I don't want their data dot.
