Invoiced after discount expired

I received my first SANRAL VPC statement by post on 15th Jan. Phoned SANRAL and requested a TAX Invoice which I received by post on 20 Jan and paid the discounted amount same day by EFT. I created a login & pin and now see that there are an additional four invoices that I have not received where the discount has also expired.
Who at SANRAL can re-instate the discounts?
According to the call centre this cannot be done despite the fact that SANRAL cannot deliver their invoices within the discount period.
Solution seems to be PAY NOTHING and do not get an e-tag.
Does SANRAL have any sensible answer to this?
