Late receipt of statement and invoices

Today 20th Jan I received invoices and a statement no 2 from sanral all undated for the period to 5th Jan. I have never received statement no1. The payment terms state that if paid before 19thJan I would be entitled a discounted amount. How can I be eligible for a discount when the discount is only valid for a date preceding receipt of the statement? Their call centre was very uncooperative and told me that I should have visited their toll kiosk to establish what I owed and blamed the post office for late delivery! I am willing to pay the discounted amount immediately, but not the full amount when the account arrives late and the deadline date is on a Sunday. sanral apparently have nobody who handles complaints as one would expect from a business. Service delivery is as appalling as the rest of our public service departments!
