Impossible to receive acc. info if not registered

I am not a registered e-toll user, and neither do I wish to register as an user since I have no legal obligation to do so. I have yet to receive any invoice. This is due to the fact that my eNatis is not currently registered to my recent address and I have not gotten around to change this.

SANRAL has made it impossible for me to view my outstanding invoices in any alternative manner. I believe that in this day and age it should be accessible even though I do not register. SANRAL tactics are forcing me to register by playing a game of technological inefficiency. I have no obligation to enter into a contract with an entity, yet I have the right to receive due invoices if the entity believe that I owe them an amount for services rendered.

I will challenge the 7-day grace period since I did not receive an invoice in this time and believe that according to my consumer rights it is discriminatory to members of the public to be charged differently for similar services rendered. I believed that my 7-day grace period should extend from the day that I receive the invoice, so that I am able to evaluate the proposed invoice and have the time to dispute if any discrepancies occur.
