3rd month no cosmopolitan magazine

After complaining about not receiving my Dec and Jan issues of Cosmopolitan magazine and being promised it would never happen again, I now haven't received the Feb issue. I have paid my subscription and have never had a problem before Dec. what is going on? And why does it take so long to get something which is legally mine and paid for? The manager promised me he would personally see to it this never happens again yet it has and no one is particularly helpful. What a waste of my money and time. I am going to take this to the consumer protection commission as it is totally unacceptable.
