Still haven't received dec & jan cosmos

I have a long standing and valid subscription to Cosmopolitan SA magazine but have still not received my Dec and Jan issues. I've phoned more than 10 times for 2 weeks and every day am promised my magazines but still nothing. This is illegal as I've paid for them and no one is willing to help me. I was promised they would be hand delivered yesterday and today but still nothing. I will have to take this matter further in terms of Consumer Protection Act if not resolved immediately
