Waiting 6 weeks for credit refund, still no action

I purchased a secondhand vehicle with trade-in from this dealer at the end of November 2013. The settlement amount for my trade-in that I got from my financial institution did not consider the following month's payment, which had already been administratively processed and therefore resulted in overpayment on my side.

The financier directed the dealer to refund this extra money to me. I have now been waiting more than six weeks, and I still don't have the money or even proof of payment. I'm getting runarounds like "the lady was on leave and is swamped with work", etc. Yesterday I was promised that I would have proof of payment today, but predictably nothing happened. No phone call, no email, nothing.
