Harrasment and borders on intimidation

I received a overdue e-toll fees in the amount of R171.51 which has been handed over for collection. How is this possible when I have not even hand an account nor a notice so I phone the toll free centre and got through to Thabo who advised he will phone back and I am still waiting. How is it that they have the right to make threats against you as a person of legal action when they have not followed any procedure to inform you or supply you with an account of when where and what vehicle.. What do we need to do to get this resolved. What is this county coming to when no one follows any correct procedures and makes threats without any substance.
