Unauthorized billing and blatant

STS has been billing me R17.55 per day for a service that I know NOTHING about, the billing started on 23 Oct 2013 and I cancelled it on 27 Dec 2013 once I realized.
I cannot believe that this is possible and I'm also not sure how my service provider (CELL C) can allow this to happen, therefore I also hold CELL C responsible for this.
STS I demand a refund and an explanation to how this happened, it seems as though I am not the only person with this problem. This is blatant and I will make it my priority to take legal action if I am not refunded as a matter of urgency.
