Refund refusal and non-compliance with CPA

I purchased two t-shirts from Mystique (boutique) for family overseas. I decided, after 6 days, to return them as I was afraid they may not be suitable. I was told I could not get a refund but could exchange the goods. As there was nothing else suitable in the (small) store, I asked for a credit voucher. This was given very reluctantly, after first telling me "they didn't have any at the moment". Well, a voucher was found - and issued to me with an expiry date of 4 Jan. I went away, very unhappy, as I am leaving for overseas during this coming week and won't be back until 6 Jan. This means I only have a few days to choose something else (which I don't need right now) or lose my R380.00. I checked my facts regarding the CPA and went back to the store, saying that the voucher should not have an expiry date as per Section 63 of the CPA. The assistant told me their lease is expiring and so they can't issue a later date. I insisted on my money back and she phoned the owner, who simply told her to tell me that "that is their policy". Surely it is NOT MY PROBLEM if they are considering closing down. Who do I report this matter to?
