Eskom is useless

The meter inside my house was replaced by a new meter that box that gets read from their offices. it started sparking and burning from Wednesday the 27/11/2013. I called citipower on saturday 30/11/2013 to complain about the sparks and burning. the technician came out on sunday and said that the circuit breaker is faulty and did not have one but will call for someone to come with one. he called the person in our presence. the circuit breaker finally gave in and all wires burnt off on Monday the 2/12/2013.
Today is the 3/12/2013 and after numerous calls and promises from the supervisor we are still waiting. They said that the technician was working till 10pm tonight and HOPEFULLY someone will come out. How do i go about lodging a claim for my perishables that was ruined.
