Illegal connection made by city of tshwane

Saturday 2013/09/28 guys in a Toyota venture with contractor number WH018 came and cut my power stating it is a illegal connection. Told them connection was made by city of Tshwane on 2013/04/29 when Hannelie Smit gave the instruction and I paid my deposit of which I have proof. They connected my electricity and it turns out they never put in a Circuit breaker as I bought the house out of an estate. On saturday I logged a call with ref:265 nobody ever came out on Sunday I call them again they say technician reported back that circuit breaker was reset and problem solved even though there is still no circuit breaker so the call centre tells me they will log a new call with ref: 95/26 this time at 18:50 a technician comes out looks at the box tells me sorry he doesn't carry breakers contractors who took out breaker must come and replace it and he left. With this heat all my food has gone off and worst is when I tried showing the guys with the venture that me account is paid and that it was City of tshwane who connected my power the guy cursed at me and pushed me saying he will hit me if I don't get out of the way. I am a paying client and shouldn't be treated like this.
