He quotes the price -you don't pay it!

I asked Paul from the Clothing Company in Cape Town a quote for branding T shirts.
I disclosed the amount of another company's quote and he assured me he will beat that quote.
He advertises everywhere on the website and promotional emails- "The lowest guaranteed price"!
My order and sizes were clearly on a spreadsheet- Paul returned it with his 'best ' price.
I also had a telephonic conversation to confirm the prices per size as well as the deposit to be paid.
He assured me again- he will charge me not more than the quoted price - he called himself the 'good guy'
With great dismay I received the invoice before collection of the order - the invoice was R300 more than the original quote - he did not keep his word. and he and his staff were adamant that they will not release the stock if I don't pay the higher price! UNFAIR BUSINESS PRACTISE.
will most definitely not support him again nor can I recommend him.
