Paid R24125 for Food Vendor Trailer - not received

Mr Potgieter gave me a quotation of R27000 on a Food Trailer, asking for 50% deposit and rest to be paid on completion, within 10 days. After 2 months and several calls and messages with no response and not allowed to see trailer I received an Invoice stating that a progress payment is to be paid on same day of R10125, still not being allowed to see trailer I refused to pay in more money, then received a photo of a simple framework of steel worth about R4000, after arguments and disputes Mr Potgieter explained that he had personal problems- Dad ran off with all tools and he had to go buy machinery and tools to build trailer. Compromising and making few changes a new Invoice was drawn up, my partner Mr A Leppert Agreed to pay an additional R2000 plus add R1000 if completed within 2 weeks and some goods were taken off and some counters added. After 3 weeks still no progress and Potgieter claimed another R7000, claiming with changes he had to put different axle, we asked to see progress on trailer but were denied access and could not show us the axle, tried to get access through police with no luck and no money for lawyer and no word from Mr Potgieter. Dont know what to do now
