We deliver, they don't

They got us to deliver a service for them, we are a cod account and the person who called is knew about this, now that we, 3 weeks later still struggling to get payment out of them, with the one person saying that we are loading the payment, which was confirmed with their creditors, that it wasn't, is now not even getting back to us to give us a date on payment (eta on payment date). when i phone the director of the branch, she is busy, she will phone back, 3 days later and i am still waiting, no phoning me back, but me phoning her 6 times already since 07/10/2013 up to date. i phoned her now at 09:02, when i hold for about 3 min's, then i said i will phone back, at 09:09 when i phoned back, she stepped out. I am tired of people that wants a service, but when it comes to payment, they don't deliver..why can one person give client service, but the receiver of the service can delivery the same?
