Not Receiving monthly account for levies

For the past 6 months or more I have received no accounts from this company as a so called administrator for a complex I live in. When you telephone them the people sound as if they had a few LEMONS FOR BREAKFAST.
Very bad attitude and still not receiving my account. BUT IF I PAY LATE, they personally deliver a Warning Letter, charging me a few bucks for it, The letter is very nasty. So why don't they deliver in the first place before?
