5 months of power supply application

Sometime in January 2013 i called Eskom sharecall and applied for power supply for my mother Mrs Khosa in Camden village, Kuruman and i was given reference number: 87245768. I was told the whole process will take about 3 months. I called on 02/04/2013 and was told that application is still in processing. called again on 06/05/2013 told the same story, i called again on 13/05/2013 same story, no progress and none of your agents call tell me what is the delay. Please explain to me what the delay is and whether this is a norm for such requests to take almost 5 months.
