Handed over even after making payments every month

I left LA Health when I left my job at the Municipality, and there was an amount outstanding. I made arrangements with Debt Support to pay off the money owing and have been paying the arranged amount faithfully. Last month my circumstances improved a little, so I was even able to pay R850.00 more than usual, in an attempt to bring the account down sooner. Much to my shock and surprise I was sent an sms yesterday (this on a public holiday too!) to inform me that I have been handed over to an ITC / Debt Collection Agency and that I owe them a huge amount (EXCLUDING THEIR FEES OF COURSE). I cannot believe this!! All this time I have been paying this and all of a sudden they just hand me over? Last month when I got an sms regarding payments, I called the LA Health office and I was told to "ignore it" and "not to worry" as they could see I had been making payments. WHAT IS GOING ON HERE???
