In Hospital Rip Off?

I am on Discovery Classic Comprehensive (Med Aid No: 344795500) and my wife has been diagnosed with impacted wisdom teeth by a maxillo facial surgeon. In this situation there is no other solution other than to remove these teeth in hospital, in theatre under general anaestethic. My wife phoned Discovery yesterday and the consultant says there is a co-payment of R2000 required to the hospital. I find this very strange considering that she requires the surgery (not optional), and Discovery supposedly will pay any in hospital costs as an unlimited benefit. Considering I am on the top of the range option with Discovery I find this shoddy service/practice very distasteful. Really Discovery, do you think its appropriate to rip off customers like this?
