Money making scheming and incopetence

My sister submitted an assignment two weeks before the closing date (17/10/2013) though she inquired about it, the lecturer (Business Communication) failed to give her information about it being received and marked (twice). She passed well on her other subjects and I mean well. This one assignment for Business Communication had only the assignment that she waited for two months to get information on. Now she was told she failed the WHOLE course because an incompetent lecture failed to give her information on it and another incompetent Vernisha tells her there's nothing she can do about it. What happens to the money spent on this course. They have the assignment and proof of when it was sent to them. Why can't they mark it so that we know for sure she fail because she did not do well. Or are students being failed so they can get their bonuses year end? Net-care must answer to this, "nothing you can do about it" se voet! Mark the paper and let my sister go on with her studies or we will go the legal route.
