Unlawfully declining medical aid

I applied for my spouse to be added as a beneficiary on my Discovery LA Health Comprehensive in December 2013 where she was a member of Discovery Clasic Comprehensive until end December 2013 . until 17 Jan 2014 LA Health used the excuse of insufficient information which I handed to them personally by hand twice. The last time of which I handed the documents directly to the person dealing with adding new members. And then on 17 Jan 2014 LA Health still claimed lack of information, this time due to lack of cooperation from discovery and promised us that everything will be sorted out by Monday 20 Jan 2014. Today 20 Jan 2014 LA Health declined our application and left us with no medical aid for my spouse and claiming we havnt been living together long enough even though we have been living together for a year and going on 3 months now. Acording to civil law we are married regardless after 1 year. To add someone as a spouse on your medical aid you only need 6 months living together. LA Health has illegally declined my spouse because she is a high risk patiant and thus denied her medical aid which is highly illegal and going against your basic human rights to medical aid.
