Told to pay invoice before consultation

I called to make an appointment with the above Chiropractor, as he was refereed to me. On calling to make an appointment I was told to pay the consultation fee for the appointment in advance, and I agreed and asked for a quotation or invoice to be sent to me so that I could pay it. I was then told my Mr Van Aswegens very rude assistant that they will not send me an invoice or quotation, and that I can have the details over the telephone??? Now I ask you if my request to get a quotation or invoice for a service that has not yet been rendered to me, but I am expected to pay before via telephonic details. After explaining that I would not pay the bill from a telephone conversation, and that she must please send it in writing, my email address was taken down, shortly thereafter a very snotty message was left on my cell, I was told that that is not the way they operate, and if I didn't like it I could go elsewhere? WHAT? You have obviously not heard of the consumer protection act Mr Van Aswegen, and I suggest you adopt another policy. Telling me to bring my laptop to your office to pay you, is so outdated. A simple quote would have sufficed.
