Bill more than quote - no explanation given

I recently had an operation at Sunninghill Hospital for which I was quoted R22000. This was a routine operation. I was presented with a bill for R33000. I fully understand that the eventual bill may differ from the quotation, but this is a huge variance. I have repeatedly asked Sunninghill Hospital for an explanation of the difference between the quotation and the actual bill as it was a routine procedure and I am responsible for the payment thereof. I have tried for 6 months to get an explanation but have been passed around to every single department and still do not have a response
