Handed over to ITC without receipt of any invoice?

I received a letter in the post sent to me by ITC to say that I have been handed over to them by Lancet with regards to an outstanding amount I have not settled with them. Firstly since my doctors appointment and tests were done, I have received not one letter or email notifying me of amount due to them. Money is not a problem and with receipt of invoice I would have made immediate payment. Given the fact that postal offices tend to go on strike, I even requested my doctor to fill in on the Lancet form that I request an emailed invoice in order to settle account. Secondly I have used Lancet before and all other times I have had no problem of receiving an invoice and settling my account, so why now? I find it very unfair that even if one invoice was sent and got lost in the post that a second follow up letter was not sent, given the odds that one would be delivered... Secondly why not contact me telephonically or by email as a second follow up for payment? and looking through all the complaints on hello peter I appear to be one of many people that are complaining about the same problem, so it surely cannot just be a once off?
All I want is an original invoice to pay!!..
