Dishonest behaviour by scheme

My child was born on 13/12/2012 and as per my workers and topmeds rule I requested that he be placed on the scheme. Big was my surprise to get a letter to inform me he has been added on 1 Desember although he was only born on the 13th. My HR department informed me that I pay the full amount for him for December as that is what was requested by Topmed. This is in my words " " as why do I have to pay for a full month but only have cover from the 13th. I requested Topmed to please request a pro-rata payment for December but they refuse as they work on full months and it is part of the scheme rules. I do not care about the scheme rules. This is a child that was born and the scheme do not have risk of any payments until the baby's birth. Please change my payment to pro-rata or supply me with your ombuds details and let's test the fairness of having a client pay for something that he cannot get.
