Good Day

I have recently received a sms from Garden City, "Balance du R1999.00"
My daughter underwent surgery to remove her tonsils/obstruction in the ear etc... On the day, whilst completing the forms etc, at no time did the admin assistance advise there is a co-payment for the procedure my daughter would be undergoing... My daughter went for this procedure in MAY - We are now in August and I to date, have STILL not received a statement from Garden City advising of this.
When I received the sms I immediately telephoned Garden City accounts receivable only to be told "you just have to pay for it" - Talk about a stinking attitude first and foremost, that being said though - the woman I spoke to is still, to date, emailing the statement (I have not received it)
My question is, IF there was a co payment due - why was I not told on the day and asked to pay there and then for it? Why did I receive a sms now in July and not a statement!
I want answers ASAP - Garden City has honestly gone to the dogs, the right hand does not know what the left hand is doing - I have a right mind to tell you to get stuffed and to write this bill off due to your staff's incomptence
